There are three parts to answer this question.
1. The difficulty of the tableau, which requires getting the cheese to spread out of the upper center column shoot while clearing vines, then to spread the cheese over the board and especially up the upper 'wings' columns on both sides. It's just not easy to do all that.
2. ABS game developers have said the move count where they believe it should be so that the game will be 'just' hard enough but enough people complain about this level, and experts find it difficult enough to argue that it should be alloted more moves.
3. The players' skills -- arguably the only thing players control. Many people have beaten every level without buying any extra gold or boosters and Level 119 is not the most difficult level by far, probably not even in the top 10.
This means the player can study the strategy on the Level 119 page and improve skills in finding words as well as controlling blaster direction and playing crowns at the end of the game. This way the player can not only beat this level but also take those skills onto the remaining levels.
